General-purpose AI model

Under the EU AI Act, a model that can competently perform a wide range of tasks and be built into many different systems.

"General-purpose AI model" (GPAI model) is a legal category in the EU AI Act covering models, such as large language models, that can perform many distinct tasks and be integrated into various downstream products.

Providers must keep technical documentation, give information to companies building on the model, have a policy to comply with EU copyright law, and publish a summary of the content used in training. Models judged to pose "systemic risk," mainly the most capable ones, carry further duties such as evaluations, adversarial testing, incident reporting, and cybersecurity. A voluntary code of practice describes one way to comply.

The GPAI rules apply to the model provider. A company that builds a product on the model may have separate obligations, for example if the product is a high-risk system.
